Another type of agent is emerging through the immigration in the near future of individuals from conflict zones (e.g. the Sahel) to Europe and North America. The people in question, who have not been vaccinated with the mRNA solutions administered during COVID-19, remain more difficult to access cognitively and mentally, and the belligerents plan to insert them into the system offered by the Government of India. 

The purpose of the ostentatious demonstration of the technology and the range of means made available is to give the targeted governments confidence that prior adoption of the system and blind adherence to procedures make it impossible to detect them.

Participants are regularly called upon to perform various tasks with the promise of obtaining bonuses (VISA-bitcoin card numbers sent and regular withdrawals with promises of larger amounts kept in foreign accounts). These promises are generally not kept, and the amounts are then granted for various purposes (recruitment of Boko Haram armies, Islamic State, Al-Qaeda, financing of unknown operations). 

When the overall scheme is exposed and the relevant authorities are contacted (secret services, police services) a significant part of the available amounts are spent to identify and heavily corrupt the newly involved resources.
