An alarming trend seems to be emerging in the use of neuromodulation technologies on marginalized populations on a large scale. 

Violent cognitive attacks are currently underway in South Africa, echoing the Exported Murder Crisis that targeted more than 5,000 migrants in Italy during the year 2022, with some data reporting more than 20,000 victims among the migrant population in Italy since 2014.

More than 10,000 Indian farmers have been driven to suicide through neural control, affect control and total control since 2014, and victims of the Iranian riots, attributable to a similar process, report an estimated 7,000 to 36,000 violent deaths.

A prominent member of the AQAP group stated and claimed to obtain export control and assignment capabilities as early as 2009, corroborating a disclosure by Praja Virapassam prior to its execution on 9 February 2026, where it referred to its endowment of very high-tech capabilities to the AQAP groups,  and AQIS from the formation of the Indian subcontinental branch in 2014. 

Some members of Professor Philippe Guillemant’s cohort, specially trained between 2011 and 2020 for the needs and performance objectives of the psychotonic Indo-French paramilitary initiative, thus forming the first offensive unit of the Cognitive Warfare of the 21st century, have stated that they have contributed to the development of a system with a control H.U.D. interface operating in the image of a popular style of video games,  the FPS (for First Person Shooter).

The deployment of this capability was initially planned and envisioned to target North American territory, but the disclosure of information acquired over the past five years to the United States Secret Service (CIA, NSA, FBI) as well as to the Canadian Government (CSIS, NSIRA, RCMP) neutralized the operation, and an interweaving of social counter-manipulation tactics made it possible to locate the personnel of the Al Qaeda parent branch.  in the Arabian Peninsula, and the execution of all AQAP members created the circumstances for a net gain within the rigged betting system including the profits of these over time.   

The Government of Canada, through the reimbursement of two consecutive bailouts offered to the Desjardins Group in 2025 and 2026 to cover its losses over the past four years, obtained payment in the form of Canada’s Sovereign Wealth Funds, which some journalists have described as a “war bond” equivalent to the honorable fine of the abortive offensive. 

The amounts recovered are estimated at more than $25 billion CAD.
