Letter to DARPA, BOREALIS on the Urgency of Training and Employing More Researchers for Brain-to-Brain Defense

A coordinated effort to install foreign influence over North American institutions is underway. It involves brain-to-brain technology, an important research workforce gap, and a domain where Western structures may be badly outpaced in a field most people don’t know exists.

The Research Gap at the Heart of Brain-to-Brain Defense

The central tension described here is a workforce mismatch — Western governments are operating with a research capacity in brain-to-brain technology that is orders of magnitude smaller than what adversarial states have already deployed, and that legislation and defense strategies haven’t caught up to the reality on the ground.

A comparison of research capacity across three countries presents stark figures:

India : approximately 900,000 scientists, 9,000 brain-to-brain scientists, with a planned attack on North America and Europe since about 1978

Canada : 37 000 federal scientists, an estimate of roughly 370 dedicated researchers, virtually close to 0 as Canada uses the NASA and/or India systems

U.S. : approximately 200 000 Government scientists, and an estimate of 2,000 brain-to-brain scientists for the United States

Even though the collectively accepted narrative is that the technology is theoretical, the Indian side has been staffing it for decades while our side is running on a skeleton crew as we’re hoping the subject stays classified.

This logic has been strategically exploited by our assailants as keeping brain-to-brain capabilities covert and outside legislation allows adversaries to durably install selected individuals in positions of power and proceed to neurally control high-profile individuals in the conversion of the U.S. and Canada as Vassal states.

In this global paradigm, the covertness is the weapon. If it never enters law, it never enters defense budgets. The gap has been widening quietly since the late-70s and will continue to do so if the defense research in this domain doesn’t match the active threat of India, France and Italy.

There are three main obstacles to future legislation: 

1. the obsolete idea that neural surveillance shouldn’t affect private life,

2. vulnerability to demographic workforce ratios,

As long as the bottleneck holds, individuals will keep being strategically targeted — politicians, researchers, voters — without triggering any institutional response that knows what it’s looking at.
