CSIS/RCMP corruption: It claims that parts of CSIS, the RCMP, and government institutions were compromised or financially corrupted, culminating in an alleged “neutralization” of CSIS in 2024. It further alleges suppression of evidence and procedural failures concerning terrorism and aviation investigations.

Air India Flight 182 and Flight 171: The document draws a connection between the 1985 Air India Flight 182 bombing and the 2025 Air India Flight 171 crash, emphasizing the 40-year interval. It alleges that individuals named in the text were connected to both events and that Siavash Shadpey supposedly claimed responsibility for Flight 171.

International money laundering network: It alleges a multinational financial network connecting Desjardins, Montreal organized crime, Al-Qaeda, the Rosicrucian Order, Marseille and New York organized crime, Cosa Nostra, and elements allegedly associated with the DGSE. BRICS cryptocurrency and betting: The text alleges that the network uses a BRICS-related cryptocurrency system, an online application, nominal hourly payments, and manipulated betting to launder money while concealing the actual amounts received by participants.

NSIRA investigation: It claims that NSIRA investigated aspects of the situation in 2024 but argues that the resulting response was inadequate because Canadian authorities allegedly relied too heavily on French intelligence assessments.

REMOTE NEURAL CONTROL AND TARGETS AS HUMAN VEHICLES

One, two or more operators (senders) can neurally control a target and use it as a human vehicle to perform various acts, strategic or reprehensible. Since 2021, high-end technology such as silent speech, synthetic telepathy has been provided to the Indian, Marseille, Montreal, New York, southern Germany, and Italian Organized crime (Cosa Nostra, Sicilian Mafia) to get them to pledge allegiance to the terrorist group.

In the case of Canada, my consciousness was presented in 2022 as the sole available point of access and I was used against my initial knowledge and against my will as a mule by the DGSE, with the pretext of a technological demonstration paid by the Desjardins Group, to secure an overpriced recurring contract, that allows funds to transit to the Patrimoine Clandestin of the DGSE, through an intermediate account presumably owned by Siavash (or Siavosh) Shadpey(former cellphone number +1 514 619-0257). The contract was subsequently converted into embezzlement and auto-financing scheme of collusion and corruption.

Over the years, I came to know my assailants and get an ethical channel of communication open to try and interrogate them about the overall objectives and details of the situation. Some high-profile members of foreign governments were linked and disclosed valuable information, believing the cover of presumable deniability would shelter them from being reported. 

In particular, during 2 to 3 years of banter amidst the electromagnetic harassment, I was able to seduce Dilma Rousseff with a genuine fondness of Brazilian music and culture, Narendra Modi and Drupadi Murmu were sensitive to some of my Indian ancestry (16% south-Indian), and Emmanuel Macron was keen on disclosing valuable information on the basis of my French citizenship.

Because the message and channel of communication are covert, those high-profile individuals disclosed the following:

The DGSE, Al-Qaeda and the Indian military and secret services deploy a heavy mind control capacity to support a significant number of accesses to the ‘consciousness function’ (mRNA resonance) through a favorable demographic ratio and disruptive augmented reality technology.

Initially using temporary neural surveillance as a pretext in order to attract attention and promote a malicious non-invasive AR application, and to contribute to the development of an organized crime and money laundering network within the Desjardins Group, the Nogues family, Evelyne Comtois-Dinel, benefited from the support of members of Al-Qaeda infiltrated within the DGSE (Marjorie Niwycnja), CSIS (Siavash Shadpey) and RCMP (Gregory Pecard) to introduce elements of Indian interference (AQIS, AQAP, Mélanie Gipiux, with an expired status both in France and Canada), of organized crime (Evelyne Comtois-Dinel), corruption, collusion and privileges, while extending its influence to positions of high responsibility that they have managed to corrupt in the long term. 

Quickly, a murder conspiracy prompted the company to accept the terms of the Crime, and a situation of human trafficking was set up, where the real targets were and remain the individuals of interest, SPVM, Rosicrucians, Desjardins, members of the Government, etc. who were administered a set of deep learning processes of their mental and behavioral processes. 

Gaining influence, the application has allowed foreign interference to generate large sums of money and finance terrorism, the war effort and the impoverishment of the Quebec economy.

The complacency of our services acquired, three ministers resigned and a psychotronic attack launched by Indian and French interference was added to the efforts of the PRC to start an unconventional war on Canadian soil. 

The blackmail mechanisms in place were enough to neutralize the corrupt staff, some of whom ended up joining Al-Qaeda, the terrorist group making the money of the Movement’s taxpayers and employees its own.

Following a report made about them, Jean-Marc Nogues (recruited by AQAP, human trafficking, pimping, terrorist conspiracy and embezzlement) and Sarah Nogues finally fled to Saudi Arabia, and/or the Republic of Iran.

They are staying there with an individual of unknown name suspected of being linked to both the downing of Air India Flight 182 on June 23, 1985, and Air India 171 on June 12, 2025, 40 years apart.

Two of his accomplices are found to have left the country with special dispensations from the Indian Government (provided by President Droupadi Murmu) and are linked to the theft of mental data that targets the entire CSIS workforce, part of the RCMP, part of the Canadian Government, and the entire Quebecer/Canadian population.

One of them is wanted for murder (Mélanie Gipiux), and the other (Siavash Shadpey) claimed to be the author of a cyberattack leading to the downing of Air India Flight 171, in direct complicity with Narendra Modi, who through this operation proceeded to eliminate an opposition member from his former party (BJP).

The 40-year gap is all the more troubling given that the vast systemic paralysis issues affecting CSIS in 2024 echo the year the intelligence service was created in 1984, which was already heavily criticized at the time for reporting serious breaches of intelligence integrity. Events involving the suppression of evidence and the breach of procedures had already been reported in the management of the Air India 182 bombing.

In 2025, similar problems surrounded the tragedy of the crash of the Indian airline’s plane just after takeoff, and a former CSIS agent with a degree in Aerospace Engineering (Siavash Shadpey) has admitted guilt of his own accord, proudly claiming responsibility for the mass murder of the 290 victims of the plane.

Although they had undercover agents in contact with their former colleague, and had state-of-the-art synthetic and/or V2K telepathy technologies, no denunciation was made by CSIS on this subject, with some corrupted agents claiming that they were “following the lead of the DGSE regarding the management of this case” and others simply arguing that the sums of money released by “Al-Qaeda” – mentioned in passing – resulting from the embezzlement of funds from the Desjardins Group, were such that the complicity of a large part of their department had been bought by the terrorist group.

A vast money laundering system has been set up and operates between the Desjardins financial cooperative, Montreal Organized Crime, Al-Qaeda, the Rosicrucian Order around the world, Marseille Organized Crime, New York Organized Crime, Sicilian Organized Crime (Cosa Nostra), and the DGSE’s Clandestine Heritage. 

The operation goes through the BRICS cryptocurrency system, and most of the funds should be traceable because the criminals must make withdrawals from this system to their bank accounts and/or are granted a pseudo minimum wage equivalent to $10 CAD per hour of connection to the application and the funds in question are potentially paid at the same time to a significant or even entire part of the participants.

To this end, a system of rigged bets has been set up and benefits the Cosa Nostra in the medium and long term, which limits the available withdrawable funds to the aforementioned amounts “for the sustainability of operations” for money laundering purposes. Most of the funds used for intermediate betting are exchanged virtually on an online platform and participants never receive the actual amounts in full payments.

An investigation had been conducted by NSIRA in 2024, but the response obtained reflected the outdated trust placed in the DGSE and the French secret services, given the limited available information at the time.

TARGETING OF THE DESJARDINS GROUP

The Desjardins Group became involved in a massive financial scheme involving embezzlement, money laundering and alleged financing of foreign interference and terrorism. Money was routed through bank accounts and cryptocurrency systems and distributed to various participants.

Siavash Shadpey, 32, living at 5000 Notre-Dame Street West, App. 204 (former cellphone number +1 514 619-0257), and Mélanie Gipiux, 44, his spouse, have an account with the Royal Bank, HSBC or TD, in the name of Siavosh or Siavash Shadpey, where they receive large, undeclared amounts resulting from an extortion and embezzlement process as contractors for the Desjardins Group. 

They have socially engineered a fraudulent surveillance contract using high-end technologies that is used to cover up the tracks of ongoing embezzlement from inside and outside the company.

For almost four years, they have not declared any income and have been transiting the funds received through cryptocurrency platforms. It is very likely that this money is used to finance foreign interference or terrorist activities abroad, and reports on this subject have been made to the RCMP, CSIS, and the BEI. Intercepted conversations on this subject informed us of their scheme. 

SUMMARY OF THE SITUATION

The Desjardins Group has been targeted by a group of individuals who established an Organized crime operation to embezzle vast amounts of money towards the financing of foreign interference and to open privileged channels of operation through collusion and corruption that are supported by Al-Qaeda’s indoctrination process, the French secret services, Indian interference and various structures of Organized crime globally. 

The operation revolves around an overpriced remote neural monitoring service backed by DGSE’s state-of-the-art technology.

Over time, the embezzlement was reinforced with 9 insurance accounts that were approved beyond regular thresholds by a few high-ranking employees. 

A source revealed that 4 of these accounts were located in Levis, and 5 were located in Montreal, with diversified recurring payments. 

The resource responsible with dissimulating the accounts, Mylène/Mireille/Marjolaine (surname unknown, 54 at the time) had ties with Montreal Organized crime and left the company in 2023 or 2024. 

It remains unclear whether she or any experienced accomplice used advanced strategies to bury and spread the spending to evade any attempt to locate the accounts, as it later emerged that the Cosa Nostra had been involved.

She was killed around the 4^th of January 2025 to erase the tracks. Her father also worked at the company for a long time and was also linked with Organized crime. This individual received about 15 million CAD in embezzlement, and 9 other employees also took part in the scheme.

Despite numerous warnings on this subject, the Desjardins Movement has not taken action to stop the embezzlement of funds that occurs through the scheme highlighted by this document.

The account through which the funds pass before leaving Canada is in the name of Siavash Shadpey, either at HSBC Bank, Royal Bank of Canada, or TD Bank, and the funds raised since January 2025 are regular, constant, with little or no fluctuation. Since a report was sent to the Indian Secret Service (NIA), the funds that until then were channeled to many members of Indian organized crime have accumulated in the said account, and the multiplicity of grants as well as withdrawals made directly to three individuals members (Myriam Bennacer, Mohamed Benalla, Maxime Benalla) of Al-Qaeda in the Maghreb(AQIM) located in Tunis, in Tunisia should make it possible to trace the expenses to a significant number of individuals within the scheme. 

• Money from Desjardins Group is traceable when it is collected directly (high-level employees, former employees, directly solicited staff). An undetermined number of current or former employees receive a salary equivalent to $10 CAD/hour through the Cryptocurrency system described in this document, while the largest members have received payments of nearly $10 million CAD to conceal and keep the scheme in place. 

• The amount of funds raised by Desjardins Group‘s top executives far exceeds that of their pension funds, as well as the regular salaries they received during their employment with the company. A rigorous analysis of their accounts will be able to highlight their contribution and questions concerning their knowledge of the scheme will corroborate all the facts related in this report.

• The availability of such large funds to the Interference and Al-Qaeda has permanently weakened the country’s organizational structures, opening huge loopholes to facilitate the belligerents’ access to sensitive information, including mental data and confidential access to corporate or individual accounts. 

• Previously, the flow of money was made up of alternating between lower-rate payments and large bonuses collected periodically, approximately every three months. 

• A Cryptocurrency mixing scheme is at work through the DGSE‘s network of Patrimoine Clandestin accounts, and between CAD$500 million and CAD$25 billion passed through. 

• Most individuals receive payments at similar or even equal hourly rates, equivalent to about $10 CAD/hour of connection to the surveillance application.

• This pseudo-universal wage is generally redistributed by the BRICS Pay service system and should, for the same reasons, be traceable.

• Many of them have been permanently connected for four years and kept out of work by this futile occupation. In four years, most individuals will have reported little or no income, and a certain number will not have applied for employment insurance or social assistance programs either

Praja Virapassam, a member of the Indian intelligence services, is corrupted by Narendra Modi and Indian organized crime and agrees to provide them with access to a technology enabling neural surveillance and mind control of targets within the Indian population.

2014:

Narendra Modi creates AQIS and equips it with mind-control capabilities. Experiments aimed at developing a capacity for forced indoctrination are conducted in rural areas on Indian farmers, and numerous suicides are recorded.

2017:

Emmanuel Macron and his family are approached by Praja Virapassam on behalf of Narendra Modi, and an “Augmented Reality” technology is offered to them as a “gift from India.” This technology, which non-invasively affects the brain to trigger realistic sensory stimuli, is used to gain influence over Emmanuel Macron and steer his geopolitical decisions during his terms in office. One of these decisions is the privatization of the DGSE and the acceptance of a contract in service of Narendra Modi and the Indian government.

2019:
A team of Al-Qaeda agents (Gregory Pecard, Jérico Sanches, Marjorie Niwycjna, Mélanie Gipiux, Siavash Shadpey, Ibn Al Assar Daoud, Jean-Marc Nogues) infiltrates CSIS (SCRS), the RCMP (GRC), Montreal Organized crime, and the Rosicrucian Order, preparing a large-scale operation with multiple objectives.

2022:
The Desjardins Movement (a financial cooperative in Quebec), approached by part of this team, yields to a fabricated mobbing situation, and an insurance employee, Mylène Boisclair, agrees to finance what is believed to be a technological demonstration of intention-detection and neural surveillance capabilities. This funding is in fact a pretext for later denunciation in the execution of a false-flag operation, and the funds are distributed and laundered through Montreal organized crime, Al-Qaeda, Marseille organized crime, the Rosicrucian Order network, the clandestine assets of the DGSE, Indian organized crime, and around ten senior employees of the Desjardins Movement who agree to perpetuate the scheme. This financing establishes a privileged operational channel that significantly weakens the national security of Canada and France.

2024:
CSIS (SCRS), believing it is protecting the Desjardins Movement, is neutralized through the corruption of a significant portion of its workforce. In reality, the Indian government uses this opportunity to target and reach the Prime Minister of Canada, Justin Trudeau, who becomes a victim of mind control and is forced to resign before the end of his term.

Late 2024:

President Emmanuel Macron is approached by the Desjardins Movement and the DGSE to contribute to the operation targeting the financial cooperative. In January 2025, following the inaction of CSIS (SCRS) and the RCMP (GRC), the scheme is reported to the DGSI and then to the CIA. Two Al-Qaeda members (Jean-Marc Nogues and Ibn Al Assar Daoud, under the name Siavash Shadpey) flee to Saudi Arabia, remain in the Riyadh region, and later travel to Oman.

Early 2025:

Mylène/Mireille/Marjolaine (surname unknown, 54 at the time) is assassinated through the total mind control of her husband (52 at the time), who is subsequently imprisoned for murder.

April 2025:

The matter is reported to the DGSI, which until then was unaware of the links between Narendra Modi and Al-Qaeda, as well as their collaboration dating back to 2014.

Late August 2025:

Mélanie Gipiux, who has no longer held legal status in Canada for several years and is wanted as part of an investigation into the murder of her daughter and mother by the DGSI and French police, is identified and urgently leaves Canada for India with a special authorization from the Indian government. Siavash Shadpey leaves Canada at the same time but is unable to settle in India, having been reported for his involvement in the crash of Air India Flight 171 two months earlier and following checks conducted by Indian intelligence services. He has since resided in Tehran, Islamic Republic of Iran.

Early 2026:

Additional intelligence is gathered regarding the operation. On February 9, 2026, an amount of 50 million Canadian dollars is offered to Praja Virapassam to secure her testimony, provide her with a witness protection program, and prevent her from being prosecuted or charged. She declares that she personally provided Narendra Modi, and subsequently Al-Qaeda (AQIS), with neural control and remote surveillance capabilities. She is also linked to the creation of AQIS and, secondarily, to the recruitment of 29 individuals trained in neuroscience and optogenetics for the purposes of the operation. Two hours later, Emmanuel Macron informs us that she has been shot in the head and killed on Narendra Modi’s orders because of my offer. Photos of her body are immediately shared on the Rosicrucian Order network as an example to deter any cooperation from their members.

In the following paragraph, killings and assassinations with exported responsibility are described as “murders by mind control,” as the occurrence of mind control resulting in death or murder has not yet received a specific definition or dedicated term in the dictionary.

At the end of January 2026, Narendra Modi and Mélanie Gipiux boast of carrying out a massacre under exported responsibility during the Iranian riots. In early February 2026, members of the Rosicrucian Order reveal that they actively took part in the massacre through an “Augmented Reality” system enabling total control of rioters or law enforcement personnel during the unrest: Jean-Marc Nogues – 15 murders by mind control; Mélanie Gipiux – 8 murders by mind control; Siavash Shadpey – 8 murders by mind control; Maéva Barrès-Daijardin, Béatrice Geoffroy, and others state that the murders by mind control committed by Rosicrucian members on the night of the riots were innumerable and that they were “soldiers of the psychotronic war.”
